Oak Manor Apartments (OMA) is being planned for a 1.24-acre site in Florence, Oregon. The site is on Oak Street less than 1/4 mile from a transit stop and about a half-mile south of the Fred Meyer store. It will contain twenty-four units in four 3-story buildings. Six units will be one-bedroom, nine will be two-bedroom, and nine will be three-bedroom.
Six dwelling units will be set aside for households earning at or under 30% of area median income. Eighteen units will be set aside for households at or under 60% of area median income. View current OHCS income limits for Lane County, Oregon.
The site allows plenty of open space between buildings with 40% of the site landscaped. Amenities will include a large shelter with picnic tables, barbecues, and bench seating; a basketball court that doubles as an emergency vehicle turnaround; a grass area; and a nearby greenhouse and twelve raised garden beds. A local master gardener will administer a resident gardening program and teach residents best practices for growing produce in the Florence area. Local artists will be asked to provide two art pieces for the OMA, one indoor piece, and one outdoor piece.
On October 29, 2021, the Florence Community Development Department approved OMA’s design review application.
On August 5, 2022, the Housing Stabilization Council approved the recommendation to fund OMA under the LIFT program and the 4% low-income housing tax credits with tax exempt private activity bonds. On December 2, 2022, the Housing Stability Council approved the OHCS recommendation to shift our funding to the 9% low-income housing tax credit program. As a result, we will receive $9,759,072 in tax credit equity from National Equity Fund; a $6.9 million construction loan and a $1.4 million permanent loan from Washington Federal; $660,000 in subordinated loans from OCV of which $450,000 is a grant from the DLW Foundation; and $23,000 in general partner equity.
Construction is slated to begin in April 2023. Meili Construction, Inc. is the general contractor. BDA Architecture and Planning is the project architect. Civil engineering is provided by Branch Engineering; and structural engineering is provided by McGee Engineering.
